I'm thinking displacement fetish. They transfer their love of women to their image of an ideal woman - the Sailor Senshi - until it reaches the point where the image becomes equal or greater importance than the reality. Or the anatomy underneath. Plus it doesn't seem all that unusual for mostly-straight crossdressers to be attracted to each other, though I'm not an expert.
