So there's actually two things going on. We senshi of the solar system are a bit different to any other Sailor Senshi

So, just like Sailor Moon can focus her thoughts and wishes into the Ginzuishou to accomplish miracles, so too do the thoughts and feelings of those who admired or were enchanted / inspired by the stories of the Roman / Greek Gods provide energies that could get focused and amplified by the planets that bear their name. So that increases the quality and amount of power we can tap into when we resonate with our guardian planets.

So it's like a stat boost in DnD?

But how does that tie into what's going on now?

So, because we have Sailor Crystals (though honestly this would work for anyone but without the Crystal to act as a focus you might not even notice the effect), just like the Ginzushou we can act as points of focus for thoughts and wishes. That's why people can "believe in us" and we can do more than we might normally be able to.

Could that work? Even if she's doing s[BLEEP]tty things as opposed to heroic ones?

It doesn't matter why you believe in her, just that you believe. So everytime someone focuses on what she does, for good or bad, she gets a bit more juice. You can see this phenomenon a little in celebrities or cult leaders. Their fans actually lend to their charisma and power.
